Sustainable development program based in the use of the radio in convergence with new Technologies, to extend the educative oppo

  • Brief description
  • The development program based in the technological equation “radio+NTICs”, it’s a Multidisciplinary and partnership effort leaded by RADIO VIVA, that exert a proposal of communication for the development, to contribute to the social and economic development through the decrease in the digital gap that separates the poor countries from the rich ones. An innovating proposal in the region and unique in Paraguay, it proposes the improvement in the education quality in the non traditional way and the impulse of initiatives that fortifies the formal educative system, harnessing the impact in the communitarian projects by the use of NTICs.
  • Vision, Objectives and Goals
  • The program develops a system that makes possible greater education, communication and social inclusion opportunities for groups marginalized from the political decisions, their incidence in public policies (kids and youngsters), migrants, and under risk groups.The radio informs, communicates, entertains and above all, tries to educate. It’s a privileged space of diffusion of  informal education, and the most adequate to reach these groups because it is the most extended, accessible and low cost communication media; used by the 80% of the bilingual population of the country (Spanish – Guaraní).The non traditional education, differentiated by its content and its structure, adapts to the TICs formats in function of the use of the communitarian actors that participate in an active way in the solving of their local problems using it daily from each neighbourhood, the convergence of these two technological supports: radio and TICs.  Radio Viva coordinates and implements an improvement proposal in the area of education, taking care of the “marginalized and forgotten” sectors in regard of the national policies, as an effective answer for groups excluded from the formal education system. The model of technological equation “radio+NTICs” is sustained in 6 basic pillars:  1) Support for the non formal education by means of the digital Alphabetization and access to new technologies                   2) Strengthening of the formal educative system by means of the Citizens’ Participation                 3) Promotion of Social Equity                  4) Joint in network

                     5)  Production of knowledge

                     6) Incidence in public policies by means of the impulse of the modernization and state decentralization of Internet in Paraguay
  • How does ICT contribute to the organisational objectives
  • The program that is postulated here is based on the institutional objective “To promote the use of TICs in convergence with the radio to reduce the digital breach that separates the poor countries of the rich ones”. This it is the contribution of Radio Viva to the development of Paraguay, country with the smaller index of connectivity of the region (2,2%) and without a policy of development of the TICs.The NTICs are structural elements in all the components of the presented program. In this specific case, in addition, the TICs help to accomplish the objectives, because they harness the impact of the program to a higher number of possible beneficiaries, when they allow the arrival of the information and the possibilities of interaction to the public targeted in the program.
  • Transferability
  • The Project can be implemented everywhere you can combine a group of people with communication and information requirements, a radio station and a computer connected to the web. To put this structure into operation is very important take into account the context of the community that you are working with. The channels used to transmit information and times to provide the answers must be adapted to their own requests. For example, as the most of the schools that works with the project doesn’t have telephones, we invented a system of mailboxes. From this initiative, Radio Viva was able to carry out a completely inedited experience in the country, and actually is being imitated by other communities. A friend radio station installed in the far away community of San Roque Gonzalez (department of Misiones, Paraguay) has began a similar project, benefiting working children.
